As of 1 September 2023, the Singapore Ministry of Manpower (MOM) has made it mandatory to verify all declared educational qualifications through designated screening providers. This step ensures only qualified and credible candidates are approved under Singapore’s COMPASS framework—and helps employers avoid costly delays or rejections.
Why Education Checks Are Now Compulsory
Education fraud and diploma mills have become global issues. To protect Singapore’s talent pipeline and uphold hiring standards, the MOM has strengthened EP requirements by enforcing strict education verification rules.
Whether you’re a first-time applicant or renewing your EP, your education check must be completed before submitting of your application.
When Exactly Are Education Checks Required?
Education checks are required for all foreign applicants declaring higher education qualifications (diploma and above) when applying for a Singapore Employment Pass.
Here’s when and why you need them:
1. During New EP Applications
If you’re applying for an EP for the first time and listing your academic qualifications, you must submit verified proof that your qualifications are genuine and from an accredited institution.
2. During EP Renewals (If Education Was Previously Unverified)
If you declared a qualification in an earlier application without verified documentation, you may now be asked to provide a verification report—even if your EP is just being renewed.
3. Under the COMPASS Points-Based Framework
Education credentials are evaluated under the “Qualifications” criteria of the COMPASS framework. You earn more points if your degree comes from a recognized institution. But to claim those points, your credentials must be verified.

Common Misconceptions to Avoid
Notarized Certificates Are NOT Accepted
Only third-party verifications from MOM-approved providers are accepted. Certificates stamped by notaries or embassies do not count as verification.
Digital Certificates via OpenCerts Are Accepted
If your certificate is issued via OpenCerts (a government-backed blockchain-based platform), it may already be recognized—however, it must still meet MOM requirements.
